A home inspection is generally a visual inspection of a house. An inspector can not look below or between floors or inside the walls. While it is a rule limiting an inspection, there are other times that are other limitations imposed by the circumstances. These circumstances could lead to a less than ideal situation. For example, it is not uncommon to find homes where utilities are turned off. This is often the situation in homes that are vacant. The seller might have had the house on the market for some time and decided to save money by disconnecting utilities or cold, the decision could have been made to the plumbing and winter are the main water off. When the water is turned off, an inspector can not look for leaks active in sinks, tubs, toilets and other accessories. The reason: The inspector does not want to be liable to ignite the main water leads to a rupture of the pipe in the house, or throw the main switch leads to a fire or electric shock. When the main controls are turned off, which sometimes means that there is a more serious problem at home and an inspector can not take the risk of discovery.
